Joe "Trooper Looper" lived by three callings: the Watch, the Ride, and the Restoration. Whether standing his post, bonding with a horse, or bringing an engine back to life, he served with grit, loyalty, and purpose.

For 30 years, Joe protected his community as a Cobb County Police Officer. His service included the motorcycle unit he loved, the horse patrol unit, certification on the bomb squad, FBI academy and prestigious assignments on the presidential detail for several U.S. presidents.  He understood that duty didn't end when the shift did.

He found peace in the dust of a rodeo arena and the quiet of a stable. In his garage, he didn't just restore cars—he preserved history. Every turn of the wrench was a tribute to craftsmanship and patience.

Today, his watch has ended. The saddle is empty.
The last classic stands polished.
We don't say goodbye—only see you further down the road.
The garage lights are now dark.

Joe is survived by his love, wife and caregiver of 30 years, Wanda Looper; his children Larry Looper, Debbie Conforti, Donna Hagin, Andrea Holland Bohannon (Michael), and Brian Holland (Kim); seven grandchildren; four great‑grandchildren; and his brother Billy Looper.

A native of Dawson County who made his life in Marietta, Joe will be honored with a full Cobb County Police Department Honor Guard in recognition of a life lived with courage, service, and heart.
